I got it in Argentina today... Once you receive yours, go to first-pay.com to activate it using the PIN that you received by email. So far seems to be pretty straightforward.
The documentation that comes with it and the FAQ at the website says that you can use it to take money out of ATMs; I have not tested it yet and there seems to be a fee for that, so I guess it will "pay" to test it carefully, but at least is better than nothing.
