I gave a vote (10%) but I must admit I dont think of it like this. I dont consider a percentage - and certainly not as "tolerating."
I am working towards making sure all pages where it is appropriate, I link out to a quality site or two. Quality can mean high
PR - it can mean a page that has value to my visitors... or both. I find news services and such make great links... They aren't direct competitors and usually have decent
PR (or are understood to be quality domains).
