To update my opinions stated earlier, not based so much on presumed help in pr, but without question the site that gets me the most traffic is Digg.
This is even much more so than industry sites like BetHype and BetPlug.

Digg, Stumbleupon and Propeller, Those top 3 seem to produce the most traffic and rank very good in Search Engines. Delicious is also very good. There are also many auto submitting tools, which submit your site to like 120 social bookmarking sites, but I would suggest to stay away from them, as in my opinion this is a bit spammy.

Here's a useful link I found on the topic with some good statistics to back things up.

I also personally use Delicious.com for a lot of my own bookmarks.

The Best Social Bookmarking site?
Facebook is still what has the best penetration, widespread acceptance etc. We created a Facebook Group for one of our websites before we launched the website, and its worked out well for a following, search engines, industry awareness etc. LinkedIn.com is my top pick for business networking. Together, Facebook, LinkedIn.com and a spot of MySpace (because I'm a fan of Murdoch's News Media) are the top picks for my money.
