A New High? Neither New nor High! It's been around for ages, this is far not the worst case either. Instead of being jailed, she should be hospitalized and treated. Addictions in any sort, even to substances are more mental than physical.

Guys you should watch The Gambler (1974) with James Caan. That movie describes the pathologic gamblers quite well, and is one hell of a movie.

That lady definitely needs help dealing with her addiction, if it wasn’t gambling it could have been drugs or food or other. Depression can push you to the edge.
