Russia issued an almost total ban on gambling three months ago, confining the practice to four remote areas of the country. Not surprisingly, gambling hasn't disappeared from Russia after the ban. Instead, it's moved to other places, like lottery machines and Internet cafes.
Moscow's deputy mayor says that the number of Internet cafes that provide access to online gambling have risen threefold since the July ban.

"We are seriously concerned about the rise of surrogate technologies," Moscow deputy mayor Sergei Baidakov said at a news conference. "They are the byproduct of imperfect legislation."
