Good Virtual Dedicated Server (VPS) provider? Is A2B2 legit?

Hi,

I am looking for a good dedicated virtual server, with VPS location outside the US preferably.

I found A2B2 (VAserv) so far and paid about 20 euro for a month of dedicated server. Now they request an ID scan, which I sent 4 times already but they keep on claiming they don't receive it or don't answer my mail at all.

Three questions:
- Is A2B2 legit? Any experience with them?
- Is it normal that hosting companies ask for ID? I hope I didn't make a mistake providing it.
- What VPS can you recommend to me?

Edit: I also need cPanel, but I guess almost every hosting company has that option.
