Moneybookers service for US Residents

I would like an "official" answer. (this time it would be nice to have an answer in slightly LESS than a year)

Can the Moneybooker service be used to withdraw funds from a sportsbook by a US Resident?

Dear Universal4,

The answer is no.

As stated in previous posts, throughout the year, our services have never been, and are not, available for US Residents for gambling purposes, including withdrawing funds from a sportsbook by a US resident.

From a more formal point of view. Moneybookers Ltd services are not available to US residents, opposed to services from Moneybookers USA Inc. Due to regulative requirements, certain features and services provided by Moneybookers Ltd and Moneybookers USA Inc are not similar. For example, our affiliate programme is provided by Moneybookers Ltd. and therefore not available for US residents.

We hope that the above satisfies your question regarding our services towards US residents.

OK, so then if a Merchant recommends (actually demands) that US affiliates must sign up and set Moneybookers as their primary method of payment are they in fact breaching any of your terms with merchants?

I'd like to know that answer also. I'm being told since the product is not being marketed to the US that moneybookers can be used as the payment method for the affiliate.

Income Access pays US affiliates every month with Moneybookers, we've never had any problems. However, we don't deal with any US facing brands.

We certainly need the rules and terms clearly defined and we need to make sure that if in fact US Residents are out of the picture in any way, that affiliate programs that do use them are NOT recommending them to affiliates when it would be a violation of MB Terms.

These terms need to be clearly defined for those that it affects and if in fact "merchants" are recommending payment methods that breaches the end users terms, then they too should be dealt with accordingly.

Hi again,

Moneybookers accounts registered in the USA, cannot send to or receive money from gaming merchants.

Funds from non-gaming merchants can be received, however these transactions may be reviewed for malicious intent, if there is any suspicion funds with gaming source are involved.

I hope this clarifies the situation further.

On another note, I would appreciate it if you give us any information about gaming merchants, applying the policy you stated previously, in order this behaviour to be checked by the relevant department on our side, immediately.
