If you want to maintain your own, you can get a free php mailer, it allows html and text and a nice opt out feature. I have used it for awhile and uploading the addresses is rather simple, even for my simple mind.

The phplist is an application you download and then place on your site, so you are actually the host for it. Not sure of the others.
