You need to be very careful when you do link exchanges. For example if i had pr 3 and i want to exchange links with other website. I would rather make a link exchange with a pr 1 related website with great content and less external links than to make a link exchange with a pr3 with many external link (specially on homepage). Also i remember you that a related website is more powerful that a different website with another domain of activity. This is a complicated discussion and I'm sure that on this forum you will find good threads that explain much better this issue. Good luck!
