I don't think this will help either.
The only thing that will help is to take the distribution of any rakeback that is allowed out of the hands of affiliates and leave it with the operators.
This immediately gets rid of any players not getting paid because of affiliate fraud/problems/issues of any kind.
No matter what form rackback takes on at any operator, whether it be called rakeback, a bonus, or any other form, it places all affiliates on a level playing field with that operator.
The only poaching of players being done after that is between the operators then.
The network providers would then be able to more easily police their skin operators, and any and all rules or inforcements needed to keep the network healthy would be more easily managed since the skin operator would be jeopardizing their license on that network by not complying.

Note: I realize that many rakeback affiliates do NOT agree with this method, but I honestly think that many network operators realize that the time may be coming that this might be the only choice left to insure their profitability and viability of their brand.
