Most people prefers Malta and Cyprus. I think they mostly focus on legal wise. But from a economical wise I would prefer Bulgaria or Romania, I guess.
The problem with Bulgaria and Romania is the language. Many people don't speak English or just basic English. And if they speak, question is if they want to speak it when they socialize. I think it's easier to build a social life from scratch on in Malta.
However, I do agree economical wise it's a good option. Price level is about half of what people are used to in Western Europe. Tax wise it's less bother than Malta and legal wise it's more interesting than Cyprus. It's very comfortable to not have problems with banks, accountants and stuff. Which will e the case in Cyprus probably. Even in Malta things are getting more difficult.
It's all European Union, which for some is a must, for others a deal breaker.
If you're not having kids yet, I would go a few years for a Central American country.
About Bulgaria it quite depends where and to whom you are talking. Huge part of the educated people below 42-43 years in the bigger cities speak English. The older speak Russian, lol... I can say it is a good place for business, the tax is 10% either corporate or individual, the banking system is OK in the last 20 years, property is cheap, and most important, booze is very cheap. About gambling there are absolutely no problems for the affiliates, special regulations exist only if you are bookmaker taking bets from Bulgaria which is not the case and it is all the same if you promote gambling, shoes or tyres. Unlike Romania where affiliates must be licensed too by the gambling commission (can you imagine that?) and things are generally more repressive there.

You need a license just if you want to promote to Romanian residents. Which is not the case for most affiliates. Of course, it's no good idea to target Romanian residents without a license when you're living in Romania, but that's the thing everywhere. Most Costa Rican casinos do not accept Costa Rica traffic neither.
Yes, it is about promoting in Romania but not a good sign anyway, you never know what they'll come with next. May be that even if your site is in English if it can be opened in Romania it will also be a problem. No other country has such stupid laws on the matter.
I don't see any legit way how Romania can forbid you to promote UK casinos to UK residents. I believe New Jersey has the same system. It's not ideal, but for some affiliates it has also some pro's. It's more difficult for competitors to enter the market, easier with banks and stuff. Besides that, a country like Belgium will basically outlaw affiliates, UK is making affiliates' work close to impossible, etc. The license system is not ideal at all, but at least it recognizes that affiliates do exist and what they're doing.
In general I think it's ok to split your target markets and the country you're living. Being outlawed in Belgium should be less a problem if you're living in Costa Rica than when you're living in Belgium.

I currently live in the Philippines and came here because I met someone but this place does have it fair share of gambling affiliates but with the majority focussing on Asian gaming.
However before the Philippines I lived in Panama and loved it there. Panama does not charge its residents tax on income made overseas (outside of Panama) and has quite a good set up for banking and setting up offshore corporations. Panama also offers a good city lifestyle as well as within an hours reach of the pacific or Caribbean seas.
Other places I have lived include Costa Rica which also is a great place to live but a little harder to get residency and a little bit more pricey than Panama but a beautiful place nevertheless.
I spent six months in Malta which is great but being at the time a single guy I did get a little bored and was ready for a change. Finally the very first place I lived in was Curacao which is a wonderful little island and has a lot to offer but not cheap.

I will not be original on this, but Malta or Cyprus seems like perfect place. Weather is nice lol.
But, if so much casinos operate there, should be reasons for that. Being an offshore is one of them. However, political situation on Cyprus can be unsteady.

That depends all on how your organize it, where do you pay what and your situation. Foreign income rules in the UK could be interesting. In Cyprus there are plenty of opportunities, Romania has interesting facilities, Malta has the tax credit system, Bulgaria the triple 10 rule, Hungary has a 9% facility, Estonia an e-tax system.
In general:
- avoid countries with a social hammock, like NL, Belgium, Scandinavia, Germany.
- avoid countries that are having a very high debt ratio, like Greece, Italy, Portugal, Belgium, France. Cyprus is a bit the exception.
