Caesars incurs first online gaming fine in New Jersey

Authorities have fined an Caesars Entertainment $10,000 for soliciting more than 250 people who voluntarily excluded themselves from gambling in New Jersey.

Let's see, obviously this is speculation, but my guess is that they emailed them, which if so, would also mean they spammed them, since if they were self-excluded they likely did NOT sign up for the email or give permission for the spam so they should also be facing charges for breaking the CANSPAM Act.

Perhaps, they bought email address list from third party and are sending emails.
New Jersey is not so big state so, I am just curious is the licence worth the money spent on it??

I wonder what went wrong, and, since it looks like cheap spam (although speculations, not more), I wonder if it will have further implications if indeed it was spam etc..
