It will never happen .. too much illegal money to be made
With a population of 1.252 billion (2013), imagine the potential if it ever happened.
I don't see it happening any time soon.
So only 400 million then?! Not a bad sized market.
I typically associate Indian internet with low-rate piece work, from IT contractors down to the people who make a living from places like Fiver.
I think that India has potential markets - sure they are niche for the population as a whole - but even 1% of the population is still a whopping 12 million people. But you are going to have to think Indian rather than European - so perhaps Bollywood style casinos, or Cricket focused Sportsbooks - and 95% of it likely to be being accessed by android mobile devices.
We have had a couple of big players from India in the past - so it's not impossible to catch value - just very unpredictable - and you have to sift through a lot of lower level dross.
However this quote from the article underlines the difficulty in getting a law change passed.
Given that India has a federal structural - each state will have to also pass a separate law to legalise sports gambling in their territory."The process is so long and tricky that it will take years," says Mr Ranina."That's why, we are cynical about this becoming a reality anytime soon."
How are sports in schools and high schools?
Do high school sports draw a lot of interest from students as well as their families?
How about university sports?
It's not that sports betting could not be profitable as well as draw interests to bet on teams in other countries, but I wonder how much interest there is within India itself.
I am not trying to diminish anything of what has been said, I have absolutely no idea what the answers to my questions are and I wonder how much of the potential might also be tied in to those answers.
Also, if/when any kind of sportsbetting would be introduced, would that tend to change the previous answers?
Is not sports betting more popular in countries that have more organized sports taking place?

In the 10+ years of promoting online casinos, I don't recall having even 1 player from India, although I have a lot of traffic from India. I've always assumed that the majority of that traffic is from seo and link building companies.
