Dutch gambling bill could open market to international operators

The Remote Gaming Bill After first being discussed in 2013 and passed by the Lower House last summer, the Dutch Remote Gaming Bill will finally be debated in the Senate. Last week, Dutch Minister for Legal Protection Sander Dekker clarified the establishment requirement, as well as other parts of the coalition agreement that concern remote gaming.

The government is taking extra measures to prevent gambling addiction and permit licensees to fulfill their obligations. Minister Dekker writes this today to the House of Representatives. The government wants to separate games and games of chance more closely, in order to reduce the risk of gambling addiction among (especially) young people.

Providers of games of chance that are not established in the EU / EEA will from now on only be licensed if they have a branch office in the Netherlands. Providers who are already established in another EU / EEA country must also appoint a representative in the field of addiction prevention. With this interpretation of the measures in the coalition agreement, the handling of the proposed legislation on remote games and modernization of the gaming casino regime that the Cabinet presented earlier, can be tackled energetically.

While the bill has struggled to get as far as the Senate, the Dutch government’s crackdown on games of chance - and the promise of strict regulation - mean it may finally get a fair hearing. The Senate is expected to turn its attention to the bill in October, which would open the Netherland's online gaming markek for licensed operations in July 2019 at the earliest.

According to local reports, there may be two problems that stop the bill from becoming law: a debate over gambling advertising and a Lower House motion dating back to 2011 that could prevent online operators from being eligible for future licenses

The best way to to reduce the risk of gambling addiction* among (especially) young people - is switch off internet in Holland, and create Dutch intranet. For many overseas operators Dutch Gambling Commission acts is absolutely irrelevant. They accept Dutch players now and will accept in future.


*As i wrote many times before gambling without gambling addiction is impossible. Pharisaism and double standards. If they want to prevent gambling addiction - the one and only way is total gambling ban. This is impossible to allow gambling, get tax from gambling and fight against gambling addiction at one time.

Yeah, but after a gambling ban an illegal industry will rise and even more people will get addicted, just like drugs, no perfect way there I think. A good regulation is the way I think, but nothing will be perfect.
