Well, it should be one of the topmost measures as it can cause a lot of serious problems. For one, if I am the parent of the underage who has got gambling pass from somewhere, I would be scared to learn that my debts could possible pile up, knowing that underage gamblers can be driven by emotion sometimes running to grab back the loses.
