French gaming regulator, l’Autorité Nationale des Jeux (ANJ), is warning sportsbook operators that wagers cannot be "refused, restricted, or limited without legitimate reasoning."

According to ANJ, in recent months many sports bettors have sent complaints to the Gaming Mediator and the National Gaming Authority concerning "the refusal of certain operators to register their bets totally or partially."

From the ANJ:

This practice is liable to constitute a refusal to provide a service to a consumer , prohibited by article L. 121-11 of the consumer code and penalized by a fifth class contravention;

The refusal to provide a service to a consumer is also the expression of an unfair commercial practice ;

The operator who offers a bet to the public and who refuses to register a bettor's stakes for a reason which is not legitimate could also, depending on the circumstances, be charged with the deceptive commercial practice referred to in a) of 2 ° of article L. 121-2 of the consumer code;

However, the operator may refuse or limit a player's bets for legitimate reasons . This legitimate reason may arise from the following case: prevention of excessive or pathological gambling and underage gambling; the fight against fraud, money laundering and the financing of terrorism; the financial exposure of the operator, who can refuse to take bets beyond a stake limit that he defines, subject to treating all bettors equally.
“Operators who persist in such practices of limiting wagering without justifying a legitimate reason are exposed to the initiation of proceedings before the sanctions commission of the National Gaming Authority.”
