Default GambleAware to cease operations ahead of new UK gambling levy

The UK's leading charity for gambling harm research, education, and treatment, GambleAware, will enter a managed wind-down and cease operations by March of next year. This date is set to occur just one day before the new statutory levy system launches in April 2026.

Since its inception, GambleAware has relied on a voluntary funding model, dependent on donations from gambling operators. While some companies contributed generously, others provided only the bare minimum.

Critics warned that this system lacked both reliability and independence. In response, the UK government introduced a statutory levy earlier this year, mandating contributions at a tiered rate between 0.1% and 1.1% of Gross Gambling Yield (GGY). This new system is expected to raise £100 million annually for harm prevention, treatment, and research.

    From Esports Insider:

Andy Boucher, Chair of Trustees at GambleAware, described the change as ‘a major milestone in the evolution of gambling harm services.’ He stated: “We have advocated for the introduction of a statutory system for many years and are proud of our contribution to its implementation.”

As the organisation winds down, Boucher emphasised that maintaining ongoing support for those affected by gambling harms remains a top priority during the transition period.

The new statutory framework will see three national commissioners appointed to supervise research, prevention, and treatment initiatives directly, replacing the existing charity-led structure.

The changes are expected to be fully operational by April 2026. Throughout its tenure, GambleAware played a central role in commissioning impactful services, such as the National Gambling Support Network and helplines for vulnerable individuals.

    Wow interesting move.

I am not aware of the funding that gambleaware needed to continue but wonder if maybe providing them some of that funding might have been a more efficient way of utilizing some of the funds and keeping a strong support system that was helping players first.

One thing could happen is that in a year or 2 they will say, gee now that gambleaware closed we will need to raise the levy so a portion can go toward a replacement group that obviously will be more money driven.

Interested to hear thoughts from other on this, was gambleaware inefficient?
Were they not helping people the way it was intended?

Critics warned that this system lacked both reliability and independence.
Does anyone think that even with the levy's they can do it better?
And if they were worried about independence, how is a group funded directly by, and 3 directors appointed by them will be any more transparent and independent?

A lot of changes in UKGC, and even last week the Chancellor debating putting up taxes on gambling companies.

These headwinds, likely to push players off shore, and be potentially at more gambling-harm related risks.

What are all the operators going to insist we put in their terms and in our site footers now? It's taken two years for brands to realise they have to change from begambleaware to gambleaware so I'm sure this will drag on for a while. Up to know they system has been slap up a gambleaware and 18+ notice and then just carry on as you've done before.

It is no surprise it doesn't work, independent or not. It is a sticking plaster at best. Everyone ignores it. When was the last time you noticed a DrinkAware logo? It's on all alcohol bottles in the UK but it is meaningless on its own.

How long will it be until gambleaware.org drops and gets set up as a non-gamstop site, with tons of incoming links from everyone's compliance notices?

Good points so far, I have personally been wondering if people felt that gambleaware was effective at helping people or not.

I never heard of drinkaware, and did not know it existed, so clearly was not wide sweeping and never gained any worldwide traction.

Will be interesting to follow what the changes in leadership and or funding will mean for actually helping players that do need it.

Thanks for sharing this. A few thoughts from the affiliate side:

    1. Moving from a voluntary model to a statutory levy should improve the predictability and independence of funding, but I see a risk of an operational gap during the wind-down period – who will ensure the continuity of the NGSN and helplines until the system is fully operational in 2026?
    2. The new governance by three commissioners sounds reasonable, but the key will be clear grant criteria, public reporting on outcomes, and open access to data on the effectiveness of treatment and prevention.
    3. For operators and affiliates, this will likely mean stricter safer gambling KPIs and increased oversight of high-risk channels.

Do we know if the levy rates will, in any form, also apply to affiliates, or only to operators?
