I'm not an expert but I'll try to answer:
    1. what gambling license do you need in order to operate in russia?
I think, any license will be good, as I know there are no special laws. I know a lot of Russian casinos licensed in Antigua and Barbuda or Cyprus.

    2. which software providers work in russia
Globotech and Microgaming are leaders, but I know HotPepperCasino.ru uses Vegas Technology (Odds On)

    3. fraud issues...how bad is it?
of course fraud issues exist, but not so much as in other part of the world.

    hi aksana,

thank you for the quick reply.
do you have any ideas about adverising laws in russia?
is it open for everyone (online and offline) or is it like the UK with their new white list issues?

    thanks,
    asaf

I should say that Russia is a large and rich country but it's not so developed like UK. There are still no any regulated laws regarding online gambling. But if you are going to launch an online casino for Russia you should learn this situation better. If you are going to work as an affiliate you don't need to worry about any laws.

the fact that it is less developed then the UK is always a good thing. I enjoy testing new markets that have huge potential in them.

do you work as an affiliate or operate a casino there?
where did you gain this knowledge?

I work as an affiliate there, and I follow the developments in Russia. Russian market has very huge potential. Soon all landbased casinos will be moved out of Moscow, and all gamblers will play online casinos.

Sorry for late coming here .

Russia has online gambling legislation which is very clear - organisation of online casinos (poker rooms) in Russia is forbidden. So all Russian language casinos moved offshore, some even changed domains from .ru to .com

Talking about popular Russian casinos you can name Goldfishka (Microgaming), Brandy (PlayTech, and some other PT casinos have good Russian versions), CasinoClub (Boss Media). Russian software providers are Globo and GamingBits, but their soft is well known for cheats.

PS June CAC will be in Moscow...
