    Sure, often sites who sell links have no PR (but sites with authority sell links frequently also, with no problems).
    I worked five years ago with 2-3 "top" seo companies and now the majority of their backlinks are from banned sites. Because they build huge site's networks, with only purpose to sell thousands links.

    I have also read that PR is not that important anymore. Like in link exchange, too many still keeps it too important. I have good rankings with low PR 1-2. I work on content and backlinks and hope my sites will keep/gain good positions..

    Can relevant link exchange only increase PR of a site? What are the other factors of increasing Page rank?

    Yes, you can increase PR only with link exchange. Links from high PR sites are important, the age of site also. But the PR will help you only if you intend to sell advertising, or to exchange links with strong sites.
    For the position in google for different keywords PR is not important.

    PR is less of an issue in terms of SERP rankings BUT is crucial for where your backlinks come from to get those high SERP positions.

    Discussing toolbar PR and where backlinks come from is not comparing apples to apples....

    PR is less of an issue in terms of SERP rankings

    I try not to judge too quickly since I have found that many new members post very short posts in the beginning.....

    I remember my first few posts here were likely kinda short....and as time went on I posted a few more posts over the years....

    For any worthwhile and competitive keyword, you will now find it extremely difficult to rank without (at least some) backlinks from actual pages (not root domain level) with decent PR.

    PR matters for your backlinks' location - I track it for 500+ clients on over 800 sites, including gambling.

    Sorry, but I disagree that it has to do with PR.....

    Yes the location of the backlinks matter, but backlinks from a page that is relevant to the keywords, and also does well in the serps for the chosen keyword is more important than whether the page has "toolbar pr" or not....

    Just because a page does well in the serps for a chosen keyword, does NOT mean they will have a high "toolbar pr".

    True, in my opinion too.
    A PR 0 or 1 page can be first on google for some keywords, and another similar PR 4 page can be penalized and not on first 100. Internal pages PR follows the home's PR, even they have also penalties.

    There are so many methods which you can try for getting the higher PR of your website. Link Building is the right one most effective way which you have to use for increasing your website PR high.
