How do Canadian casino affiliate sites advertise on Google?

Something I've wondered, in Canada it seems you can advertise your casino review/link site in Google. When I looked up the requirements in Google it says it has to be a "state run entity" (assume province run is more technically correct), but all the sites are just the usual affiliate made list of casinos and bonuses.

For example the ones below. Sorry having issues inserting the picture here, so just a link to imgur. Even though they all have Casino type of names, they are all affiliate sites, definitely not run by the government.

I'm sure I'm missing something, maybe state run doesn't mean government run, maybe just means you need to be in the country?
Hopefully some Canadian Google ad pros can school me.

Try and sign up. They will email you from a support email either way. If declined, you can then ask them the question direct

Haha, the second ad even uses kingCLOAK.com as a domain...

What they are doing is cloaking. They show the google ad team one landing page, and then they switch their landing page to their affiliate website. High risk, high return thing. Don't do it because with no experience you will quickly lose your ad account and associated credit card etc.
