People may disagree with me here, but I think they have minimal value.
do a link exchange correctly then it is fine, go over board with a crap page of links getting the same links back you will end up in big trouble, and even if you don't you will hardly benefit
I still believe that Google, etc, look on a link exchange favourably, providing it is of benefit to the readers of the site giving out the link.
As thebookiesoffers says, done correctly and for the right reasons then there's no reason to penalise you.
Saying that, I don't think they give out a whole heap of credit to one either - a little maybe.
So linking between other gaming sites for example would be worth while, but linking between say a car orientated website and a sports betting website might be frowned apon by Google?
I do new article exchanges mostly and i think thatīs of huge value in my experience.

be smart. google is all for user's experience. if your exchange is beneficial, i'd like to believe it is favored. if it's over the top and abusive, you shouldn't do it.
Usually Google tries to determine which links are "natural", and which are not. First are favoured, second are not.
However, theese algorithms often change, and if something isnt good today, it can become good tomorrow.
True, however it is unlikely that what we refer to as spam today will ever be anything other than spam...
A lot of sites still exchange links, however, a lot of SEO specialists believe that it is not a good practice.
