    Can't see what's the problem.

    PR does mean something for Google and probably other SE too. Google doesn't like selling PR, just because it's competition to their AdWords but nothing really illegal about it.
    You can describe it as paid advertising on popular site with direct links . If you hope to gain more than $150 from this advertising either from direct visitors or indirect (SE visitors) you are free to buy it.

    There are no reasons to shout on each other .

    I think the argument is PR is property that belongs to Google. Selling it is against their rules.
