    Duke says one of her big problems with UIGEA is that it doesn't provide consumer protection. It's just a banking law. As a mother, she wants her government to provide the proper consumer protections and age verification regulations.

    Williams says they're blocking all gambling related transactions because they can't tell what's legal and illegal. Williams says they need a list of legal or illegal entities in order to properly block transactions.

    Fagan didn't really help, so Baca has moved on to Malerba, saying this bill would be the first direct tax on tribes, and he's wondering how long it will take for the federal government to tax all tribal gaming.

    Fagan says an online casino can't tell if a person is drunk or not. Or if they're gambling while high, or whether they're developmentally disabled. Fagan says most people in the land based industry are responsible and would prevent this behavior.

    Fagan says phony ids will circumvent the youth restriction laws. Plenty of ways that young people will get around this.

    Kids are already addicted to World of Warcraft and Pac Man and get those glassy-eye stares. They're addicted, and online gambling will make it worse.

    Duke: The primary source of preventing minors from gambling online should be parents. Just as the primary source of preventing minors from drinking should be parents.

    But there is good technology and software to handle age verification. It is sophisticated and many levels deep and much more accurate than looking at someone's id.

    Duke says she's all for any additional regulations that will keep minors from gambling one. "The more we can do to bolster that protection, the better."

    Duke says people are gambling online and gambling in record numbers. We know that this happening, we should be engaged in protecting our consumers. This behavior is not going away.

    An amendment will be offered when this bill is marked up to utilize technology to determine if someone is drunk or high and gambling. Also might add a loss limit protection that brick and mortar casinos don't have.

    A big thanks to Vin for listening to the hearing and sharing it with us. And he did this a day after being in Las Vegas devoting very long days covering the WSOP, even though he was sick some of the time, and after a red-eye flight back to Boston which he had not fully recovered from yet.
