Rep. Maffei is opposing the Bacca amendment, because it would create a crazy "quilt" system that's "a stealth way of gutting the bill." Maffei just called Bachus out for suggesting that this bill makes gambling by minors legal.

Maffei says gambling by minors is illegal today and would continue to be illegal. This bill just gives regulators the tools to address it.

Rep. Campbell is offering an amendment now that address the administration and enforcement and consumer protection aspects of the bill.

He wants states and tribal authorities to have parallel authority to administer licenses and enforce these regulations. "No reason to reinvent the wheel" when many states have these structures already in place. It also requires licensees to maintain all of its facilities regarding online gambling for U.S. residents within in the United States. He says you need access to the facilities in order to regulate it. Says it will create jobs. And says all managers have to meet suitability requirements. And it the under UIGEA, financial institutions will have a specific list of legal and illegal gambling transactions.

It also requires odds of winnings be posted, as well as age verification and location verification. Loss limits involved as well.
