Mindboggling Conversion Issues In German Casino Market - Need Advice

I am running an Adwords campaign for one of my client in Germany. We have an extremely relevant ad copy IMO.

Casino Spielautomaten
Spiel zuhause mit €1000 kostenlos
Deutschland Sonderbonus

and the traffic goes directly to the casino.

We are getting cheap clicks when compared to other geographies however, conversions are a headache.

Client is using a CPA offer (no rev share) and we are getting more than 120 clicks a day for a budget of $200 a day.

Now my concern is we do get downloads but the conversions suck. We have had only one depositors in 19 days of campaign running.

As for the keywords - we are live on all possible set of relevant German gambling keys and the budget usually runs out within 4 to 6 hours hence I adjusted the campaign to make sure its live after 6 PM. Thats where the real traffic SPIKE is. We have all the possible "REAL MONEY GAMING" keywords live in germany.

If people click on the ads it really means they are interested. However, they are not depositing at all.

Could any of you advice on this? What exactly do you think could be wrong?

I am confused since in other geographies like Australia and Rest of the Europe we are going good.

Is it that Germans are not easily wooed? We have also tried a mega bonus special lander. But still the issue stays put.

I am confused and out of wits right now and would deeply appreciate any insight on this issue from experienced forum members.

Many thanks
