I can't help you Aksana - I only have moneybookers.com

But does anyone know why the web has not yet spawned a e-money exchange site that allows conversion between some of the bigger e-wallets?

You could imagine that most people might happily accept a 3%-5% charge for the convienience of an easy risk free conversion.

We see this sort of request every day - so there is an obvious demand.
Is there some sort of financial regualtion with the e-wallets preventing this ?

Yes, I also thought about this, that it would be so convenient to use such system, where people can exchange e-money.
I found several russian sites,offering e-money exchange, but I don't trust them.
