Good catch on the story.
Makes one wonder why it took them so long to discover that huge of an amount, and a clear indication that that having a single person in charge, without any additional oversight led to him being able to hide it for so long.
Wonder if it was uncovered due to the duplicate transactions, but whoever did uncover this should get a bonus for exposing it.
