Default Paraguay approves new law to end gambling monopoly

Paraguay has enacted a new law to eliminate the gambling monopoly and establish a regulatory framework for both land-based (B&M) and online gambling sectors.

Key changes introduced by the new law:

End of Monopoly: The law eliminates the previous system where the exploitation of games of chance was carried out exclusively by public tender, opening the market to private operators.

Regulatory Framework: It establishes a new regulatory framework for private operators of games of chance, both online and offline.
National Gaming Commission (Conajzar): Conajzar is formally established as a decentralized body under the National Directorate of Tax Revenue (DNIT) and will oversee the authorization, regulation, and supervision of games of chance.

Market Liberalization: The new regulations allow private operators to enter the gambling market, previously only accessible through a tender process.

Focus on Modernization and Transparency: The law aims to modernize the gambling sector by creating a more transparent and efficient regulatory framework.

Player Protection: The new regulations emphasize player protection and responsible gambling.

This is a significant and progressive step for Paraguay! Ending the monopoly and opening the market to private operators could spark real innovation and investment in both land-based and online gambling. The formal establishment of Conajzar under the tax authority also suggests stronger oversight, which is essential for maintaining transparency and public trust.

What stands out most is the balanced approach, combining market liberalization with clear emphasis on player protection and responsible gambling. If implemented properly, this could position Paraguay as a model for other Latin American countries looking to modernize their gambling frameworks.

Curious to see how licensing will be handled and whether international operators will be welcomed under this new regime. A lot of potential here if the rollout is done right.

Totally agree — this is a major move for Paraguay. Opening up the market while focusing on regulation and player protection is a smart balance. It'll be interesting to see how licensing plays out and if big international names jump in. Definitely a space to watch!
