Facing a budget deficit, Pennsylvania lawmakers appear to be more receptive to the idea of regulated Internet gambling in the state. Most notably, four Republicans who are open to the idea have been placed on the House Gaming Oversight Committee in advance of a hearing on the topic, though Republican leaders say the shifting around of committee assignments was "happenstance".

Initial proposals for tax rates were 14 percent and 59 percent, and licensing fees started at $5 million. Those figures are subject to change if the bill moves forward.
