    Default Question about Bulgarian gambling market.

    Bulgaria began the process to liberalize its online gaming markets in 2008, when the state began submitting draft legislation to the European Commission for approval.In March 2012, the Bulgarian Parliament passed the new Bulgarian Gambling Law and it was published in the State Gazette on 29 March 2012. The new law went into effect on 1 July 2012. In theory, the law is supposed to allow operators the opportunity to obtain a Bulgarian gaming license and operate legally in the country. The law includes a ban on direct advertising of online gaming. Websites operating but not legally licensed and registered will be placed on a blacklist of illegal sites, fined, and their websites blocked by the ISP. The blacklist is maintained by the State Gambling Commission, and Bulgaria has blacklisted dozens of online gaming sites.
    In February 2014, the State Gambling Commission awarded Bulgaria's first online gaming license to PokerStars, and PokerStars.bg launched the following August. Unlike other European countries, Bulgaria decided not to close its market, allowing PokerStars players in Bulgaria to join the poker room's international player pool and compete against players from around the world.
    Betfair received Bulgaria's second online gaming license shortly after PokerStars.

    My question is:

    The law includes a ban on direct advertising of online gaming.
    What this is mean? Banners/links on affiliate site to Bulgarian licensed operators, is this "direct advetising" or not? Is this legal or not?

    I find Bulgarian Gambling Act:

    Article 10. (1) Direct advertising of gambling games, including advertising of such gamestargeted at minors and underage persons, as well as sending of unsolicited electronic messagescontaining information about a gambling game to an unlimited number of persons shall beprohibited.

    (2) The following may be announced.
    1. names of the games;
    2. the organizer's registered trade mark;
    3. game results and winning
    4. conducted drawings.

    (3) Gambling game organizers that have been licensed under this act shall have the right tosponsor events and activities in support of sports, culture. health care, education and social welfare.

    (4) Publication, broadcasting and dissemination of information in relation to gambling games outside the ones stipulated under Paragraph 2 shall be prohibited.
    but question is still not clear for me.

    A banner of a licensed operator is legal as long as it just announces or at least not more than what is written in (2) 1 - 4. The big question is where it bites freedom of speech...
