Russian Ministry of Finance have a plan to legalize online sports betting.
Ministry of Finance create bill:


1.) Online Bookmakers must have license.
2.) Online Bookmakers that don't have license must be blocked by internet provider.


At present day all form off online gambling in Russia is strictly prohibited (except some instant lotteries).
And internet providers must block all gambling sites and sites that contain any information about online gambling.

As well as almost all casinos. Moscow and Petersburg are both casino-free zones.

Of course they will need Russian licenses. We are not EU or something .
I'm afraid, company also have to be registered in Russia to get the license.

Will be interesting, as it is a huge market - 6th or 7th overall I believe.
However, the big problem for operators in Russia, Ukraine etc has been the payments. They are still very reliant on the land based outlets.
