Years ago I warned the audience about the criminal energy of 888 and the idiotic German license procedure. 888 has a "German license" but no one cares about their faulty software in the past and their cooperation with criminals.

No the problem has not been solved. Although many accounts have been closed due to the efforts of people here, these hackers continue to create new accounts and will always find questionable programs willing to work with them, like 888 and AffPower.

You might be able to talk to some of the super-affiliates that have recently set-up and are buying individual affiliates out to create mass-blocks of sites that make tens of thousands of new signups each month. eg. Catena Media who have 190 employees.
They might be able to quantify the opportunity cost / the lost revenue and may be interested in some sort of contractual relationship?

Yes IP's when available at ISP's still float in the $1 to $2 range, however more and more ISP's and hosting companies are restricting the ip leasing since most of them can NOT get more.
However finding that many on the same server as a hacker's site is a pretty good indicator they may well be owned and or used by the same individual.
