The funny thing is the fact of those gambling sites already been banned on Uruguai. If you dont uses a VPN you can't even access them.
In other words, what the Uruguayan government realy want's is apply taxes for those sites who accept uruguaians gambler's.
This taxes don't turn those gambling sites into a legal thing, but the government want's to make money with that anyway.
