Hi Gabriel,
Most portal owners build & maintain their own sites, using programs for designing websites like Microsoft's FrontPage or Macromedia's Dreamweaver. Many of us have learned these programs from scratch, on our own.
Building your own site is the best way to learn everything, although it will be slower to start making you money - probably at least a year.
You can buy some already built sites at different places, even eBay, but you'll still have to learn how to maintain it yourself, unless you pay someone to do it for you.

Hello Gabriel,
if you run a portal website, you don't need any software or particular legal permission, you just advertise poker/casino sites placing a link or a review on your pages.
To build a website you need programs like Front Page or Dreamwaver, you have create your HTML pages, and publish them on the web.

You will also need a license. (this is over $200,000 in some countries)
You will also need a LOT of Capital...to handle Customer Service, Banking, Development, Advertising, plus if you plan on attaching an affiliate program, you will have to hire an affiliate staff as well.
You will also need some MAJOR equipment, and a place to host it. The equipment costs alone could easily be over 25,000 and thats if you only put one web server together and one database server...(a Load Balanced situations is BETTER and could double the costs in Web Server and Switching Equipment)...
You also need a VERY solid firewall, I recommend staying away from Checkpoint and using a Watchguard (X2500 model minimum Over $4000)

He's right gaby. I've been doing a little research on it for you. For instance, one of the answers I got back, Microgaming recommends a minimum of $500,000 US in liquid assets to get started in such a venture. I can point you to a poker room software provider whose pricing is reasonable as far as the software goes, and they are one time fees, with no royalties, but as Universal pointed out, you have the hardware/supporting software requirements as well. If you have a windows machine, which the software I mentioned requires, then there's another thousand in the OS almost anyway.
A single machine is not enough.
I recommend the database be on a different server than the gaming server.
And if there is an affiliate program, it should also be on a different server.
All of these machines should be on a minimum Gigabit Backbone internally, (a good Cisco Switch with the latest image will run you $7000 or more)
Unless you yourself are also a good tech/network engineer, you will have to hire at least One really serious Top-Notch tech as well.
In addition, depending on the country you house the equipment, no matter how good the equipment, or how good the warranty, you need to look into what kind of service aggreement for the servers if they are sitting in Antigua or Costa Rico. (otherwise buy one extra)

I apologize if any of the stuff I mentioned seems confusing because you are not techincally savvy...but these are harsh realities.
If the above is confusing, as part of your research you may have to consider hiring a Computer Consultant to help you figure out the needs as you move forward.
If so, a few of us here also work in the consulting fields and I'm sure we could possibly help.
If you are technically savvy, I did not want to put you down, just help make you aware of of a few aspects you may or may not have thought of.
And John's quote of the $500,000....I wonder if that would be considered borderline underfunded or not...
Also, if you choose software that is Custom, and not part of a Network, you will be starting at the beginning with zero players, which is VERY difficult to build enough of a player base as many regular players will only play in the busier rooms.
