For me the most important is uptime.
After that is stability and speed!

A hosting plan for what? Billions of apps expecting billions of different requirements. If we talk about a "normal" WP plan, i would ask how many customers are on one machine, what hardware is it (RAM!), of course gambling friendly T&C, decent support, dedicated IPīs possible?
If you expecting trouble like ddos, signup with cloudflare ...

Depends on the website. Some, like for example, forum websites, are a lot more resource intensive than others. So you will need a better hosting plan.
