What is the best/safest place to re-open gambling site

I recently closed my gambling site in the U.S. partly due to legal concerns.... I am looking to re-open it so I do not have to worry about legal concerns....

Questions:
(1)What is the best/safest places for me to open my website? Arizona, Canada, and England have been suggested to me in the past.... I have heard there are off-shore places to go....

(2)Could someone give me the name of a web host they recommend (in answer to question 1) that uses linux, myslql, and tomcat(jsp)?

(3)Could someone recommend a Credit Card company on the web that will allow me to ACCEPT and PAYOUT my customers through visa, mastercard, amex, and discover? I have heard some credit card companies will not deal with gambling sites?

(4)Do I also have to get a mailing address and bank account outside the U.S. to avoid U.S. government possible hastles?

Sorry Gary. Not to be sounding rude or anything at all like that, but these are questions that are simply not able to be answered by anyone other than a lawyer who specializes in this type of thing.

Things vary everywhere you go, and advertising for casinos is much different than running a casino.

I guess I just wanted to know if there are certain places most people on this board are going to put up there gambling sites to try and be safe? I was expecting answers like this:

"Hey gary, alot of us have our sites in COUNTRY X, and use HOST X, and we have no problems"....

Doesn't anyone have any recommendations for me at all? OR I am just worrying to much? I don't want to have to move my site once it is up.... I want the place that is least like to bring me legal issues....

I didn't have any legal issues.... I am just trying to find the place most likely to keep me out of trouble.... As the site got more succesful, I was investing more.... I just don't want to invest more, only to be shut down or hastled with legal bills....

Well Gary, you could always go for Canada. So long as you aren't specifically directing your advertisments towards Canadians then you will be fine.

It's really hard to give any advice about this as each persons situation is different, but moving anywhere outside of the states is probably a good idea.

As was stated before, you may wish to contact an attorney regarding this as well as they are much more familliar with the laws in your particular state / region.

Perhaps you misunderstand what we do here, Gary.

We don't operate gambling sites that take bets. We're independent business people that do advertising/marketing for online casinos in a 3rd party capacity, that's it. We have nothing to do with the actual operations of online casinos.

Casinoglen is correct - You need to find an attorney that specializes in online gaming. There are several firms listed on the internet at this point.

The above is generally not something that is needed by a Portal Webmaster.

A Portal Webmaster directs traffic TO the Casinos and it is the Casinos themselves that take the credit cards. A Portal Webmaster does NOT have to process the credit card of his visitors.

If you are considering running a front (white label affiliate site) then you will still be directing your visitors directly to the Casino, where the Casino will handle the credit cards for the visitor.

If you are considering running a site where YOU will be the back-end, and where YOU will handle the credit cards and the gaming servers, then you will need additional licensing, and would have MANY lawyers involved in that process. You would also be much more limited as to what Country you could even consider having your servers reside. (It has been suggested that this type of operation should never be taken on without at least 1 Million dollars in LIQUID Capital)

I like to transfer my network from US server to UK server (since of the us gaming regulation).. and have no idea where to go.. I have to check in other forums.. maybe in UK and'll post the outcomes.

Just ask them where their servers are.

When you ask "leading" questions concerning legalities, they can only be answered by lawyers.
