PR grayed out?

I've been looking at some of my linkpartners "linkpages" and noticed alot of them have a "grayed out page rank",
while they're homepage is not "grayed out".

What does it mean when a "webpage" is "grayed out"?...

Is this bad?...

Should I even link with them?...

Any advise would be appreciated.
