What does having the same hosting plan but as class C mean as far as SEO?

I posted this question in the link exchange thread however I should have started a thread on this topic.

What does having the same hosting plan but as class C mean as far as SEO? If website A has a link one a persons site (website B with class C hosting) and the person (Website A) puts a second link on the another site that is on the same hosting plan as website B, how does Google look as that as far as a backlink? Do they view it as a different website?

Even though I know how some of the answers and suggestions to this question may lean, I think it could be an interesting discussion.

Now, one thing that some may not think about.

Let's say your web host is a large host, and you get say 5 IP's from them. What do you think they will do with the other 248 IP's? (only 253 are usable in each class) (ONE is reserved for the Gateway, and 255 is reserved for broadcast)

Does that mean that the web host will not allow any other webmasters take any ip's in that class in that niche?
Does that mean that the web host will have to disclose what sites are on every ip in that class? (hope not -public or not that would be a privacy breach with his clients)

It's not like the host can just keep buying up (renting) more classes as they have all been pretty much provisioned and are not easily obtained.

What does this mean? Well if Google would happen to harm ranking because of links that come from the same class, does that mean you have to run around asking people who link to you who their host is and do a ping on all the domains?
