Well that is unlikely to be a real name, a real linked in profile, or a real picture.
15 MINUTES INVESTIGATION
-----------------------------------
Three of those names are very generic Western names, so
Mark Smith, Michael Cooper and Carla Fisher will be impossible to identify their sources but there are suspiciously US/ UK generics.
I did a google search of the name and of the image used in
Emmanuel Duggan's Linked in Profile and found this Linked in Profile for :
Emmanuel Carjat -- xxhttps://www.linkedin.com/in/emmanuelcarjat
Emannuel Carjat looks genuine - so by inference Emmanuel Duggan does not look like that.
There is an Emmanuel Duggan on Twitter ... 43 posts in 3 years ... and they seem some sort of bot scrape scam ... with much of the posts matching the first few words of the article linked. There are a few original posts about
SEO.

SUMMARY OF FACTS
-----------------
The three under-people names (
Mark Smith, Michael Cooper and Carla Fisher) are generic Western, too Western which means that the person contacting you is hiding their ethnicity, making their likely base India, Israel, China or Russia. (Yes I am sterotyping).
The Emmanuel Duggan Linkedin Profile picture is bogus, and the whole profile is also non-active making it a irrelevant page too.
The Emmanuel Duggan name might be genuine, or an alias, but based on the Twitter profile with a few
SEO posts it's been active for 3 years, but there is little of value in there to suggest that Mr Duggan is management team material.
The use of gmail in a business proposal is surprising for a tech company, they have not even bothered to set-up a domain and an email server, is that incompetence, or are they trying to hide their real location?
CONCLUSION
--------------------
Based on the quality of English, I would suspect that this is a disparate group of freelancers trying to get started (possibly Israeli freelancers) and they are trying hide their location.
Whoever they are, they've spent very little on their start-up, they hide their real pictures, possibly hide their real names, and have not been honest with you in their initial email contact.
I do not expect people / organisations like this to provide value and would avoid.
