When someone says that using https is one of the eight tips (despite previously saying that they've seen no evidence of a boost in rankings for https) then you get the feeling that the article was just job-filling the quota for the day.

Most of it is pretty obvious, the more interactive your site the more likely people stay. All of this google would admit to as well.
