It is not complicated to many of the programs.
For the programs that make it complicated, apply if you think it is a good program to work with and continue forward with those that approve you.
This could also change depending on what markets you plan on targeting,

Your original post mentioned you wanting to open on online casino website, but I suppose you were referring to an affiliate website with casinos.
Signing up with an affiliate program is easy in most cases, you just have to have a ready website, which looks ok and has decent content.
Europe and "rest of the world" are too broad, I'd recommend aiming at specific countries.
What other people will recommend may or may not work for you, the best way to go (afaik) is to:
1. Decide on a the region you would like to cover and take many factors into consideration. The narrower your potential audience is, the better are your chances to get a piece of the pie. Well, in most cases at least.
2. Check what's the competition in the niche and region you picked. Have some sort of a draft of what your first steps will be. Check what brands your competitors have, check what brands your potential audience is using and check what they are searching for.
3. Set up a website. You would need to have something you can show to casinos. Write up some content for the home page and some peripheral pages related to various casino topics.
4. Apply to affiliate programs that you feel might work for you and if you did point 3 good enough - you will probably get accepted into most programs you apply to.

Excellent advice from Rick that you should really think about.
It's quite straightforward to register to any of the affiliate programs you want. I would be much more concerned with their reputation (whether they're deceitful or not, even just have a bad word of mouth about them, etc.) more than anything else before working with any of them.

Process is super easy to get approved by programs once you have traffic, what I would recommend you to do is first focus on building a site and target low competition keywords so you can build a traffic base and have something to show to affiliate managers if they ask about stats.
Once you start doing deal, try and focus on RevShare deals first and try to get testimonials backlinks part of it (DoFollow so it helps with your SEO literally at no cost). Once volume is decent, switch to hybrids and that's when the revenue will start becoming good![]()
But without traffic first, it will be tough to get approved in some good programs.
