The bottom links appear to be based on sites that are strong for keywords related to the page. I doubt anyone will get PR based on these links though, the site is apparently only trying to drive visitors to the abovementioned site.
CCJ, let us know what happens please. This is an unusual setup isn't it?

Brian, yes this is very unusual and I really don't know what the webmaster is trying to do. I'll definitely keep you posted. We should send this area of the forum to all Affiliate Managers to keep them informed.
We just received a newletter from Casino Partners and it looks like content theft is a widespead issue. Here is a quote from the newsletter:
Over the past few months, we have received feedback from a number of affiliates complaining that their Web sites are being copied by other industry members. These issues have principally arisen in the European market, where it is difficult to produce relevant content. Taking shortcuts of this kind is not only damaging to the affiliate owning the content, it is outright theft of intellectual property. Please remember that we are all at risk of being exposed to theft of this kind, and it is within the interest of all of us that this type of activity does not become widespread in our industry.
If you need content or design, our team of account managers can help you put together your site in a variety of languages: English, French, German, Italian, Spanish, Swedish, Portuguese and Turkish. We reserve the right to close the account and void all earnings of any affiliate that is found copying sites. This is a serious matter and must be dealt with as such.

Just wanted to keep you updated. The website is now down. They must come in and take a look here because they took it down right away.
I am still looking at the site you had mentioned previously in this thread and I believe your theory is correct.
We've had some paid advice on these matters - for safety, it's always good to have these situations documented with the proper authorities.
