GPWA blocked in Russia.
Since 08 november 2016 Russian Federal Tax Service* and Roskomnadzor (Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications) give to all Russian ISPs order to block access to GPWA.org under article 15.1 Russian Federal Law #149 "About Information, Infomation Technology and Protect Information".
Under this article Russian state agencies have a right to block access to any websites, that contain illegal information or illegal points of view, without any court decision.
*Federal Tax Service (ФСН) in Russia not only collect tax. This agency also have a function to internet censorship.
p.s. sorry for my English.
Now i check access via 2 IPS in St.Petersburg (Western Part of Russia).
Yota: blocked.
MTS: Still have access yet.
In practice it may take are several weeks, before all IPS from European Russian borders to Far East regions block access to website. Strongly reccomended to all Russian visitors to use VPN.

"Russian state agencies have a right to block access to any websites, that contain illegal information or illegal points of view, without any court decision."
And of course Russia decides what "illegal information or illegal points of view" are.
This paragraph would also be used by Nazis 1933 if internet existed at that time.
Similar rules will be used today by China, North Korea, Turkey and Iran.
Including Russia in all these five countries freedom of speech, freedom of the press and other media, freedom of art, sexual freedom and real democracy does not exist. So it's no wonder, if Russia now starts purging also websites like GPWA from their [local Russian] internet.
Quote of former German chancellor Gerhard Schröder from 2004: "Putin is a flawless democrat."
One year later after he lost the election, Schröder ensured that a lot of money flooded into the rivers of "Gazprom" and he started to work for Putin's Dollar-Machine-Company.
You see, corruption is everywhere.
And one last sidenote: It took some decades between Korean Air Lines Flight 007 and Malaysia Airlines Flight MH17, but the perpetrators are the same.
