Norway is set to implement DNS blocking of foreign gambling operators without local licenses, starting January 1, 2025. Although changes to Norway’s Gambling Act came into effect in January 2023, DNS blocking was initially omitted but will now be enforced to prevent unlicensed operators from accessing the Norwegian market. The Norwegian Gambling Authority (NGA) will not need court approval to enforce this, and it has begun notifying unlicensed operators.


The NGA will assess whether sites target Norwegian players based on factors like offering Norwegian language options, accepting Norwegian kroner, having ties to Norway, or featuring Norwegian advertising. If a site meets any of these criteria, it could face blocking, though affiliates will be exempt from these restrictions.
