Link, article or contentlink exchanges?

[HVDB]

What is in your opinion the best way of linking for SEO?

We do a lot of article exchanges lately because we believe this is the best way for ranking high in the search engines. I was very curious if the time we are spending on it is spent good. It sure looks like it does.
