That is because Magnifico linked to a section in the Private Members part of the forum. If you would like more information about Private membership, you can apply here.

For buying or selling of sites you can start 1 thread in the Chatter Box (or the Freshman Forum) and keep that thread updated but you should not need to bump it more than once per month with the exception of course of following up with members questions, or when some sites sell etc.

If you become a Private Member or a Public Member with 100 or more posts, you may start a thread in the Other Marketing Offers section, or let me know by PM and I can move a current active thread to that area for you.

its better to create it from scratch...

I dont think its better and sometimes cheaper to create it by own nowadays.
First it will be a new site and will cost time to index. Google alway put old site, than new ones in better places. Old site has regular visitors, but here you begin from 0 and now a days in market there a big big competitors and become more and more. Old affiliates, that already get good revenue from aff programes, most of them invest hundreds and thousands per month to keep their sites and keywords on same position. How can beat them, its possible, but cost a lots of work and money.
When you calculate cost for development, cost for unique articles, advertising and etc and etc. sometimes its cheaper to buy old site, where owner put a lots of effort and work and you can need just to update it and put some new content from time to time. Its my opinion. Because, when i see how much hours i spend on my sites and then i begin to earn little money after 10-12 months. ok
