Default Could an RNG be percentage based for roulette?

In a standard roulette game of 37 numbers, you would assume that an RNG is selecting one of 37 numbers, but could they run on a random percentage instead? i.e. It randomly decides if you have won or lost, then by how much and displays the results accordingly on the roulette wheel.
This would allow for the animation to show near misses, without it actually been the case.

Also, could the RNG have invisible numbers to push the odds further in the casinos favour? i.e. Number 38 is selected by the RNG, this would result in a losing spin.

    Does this happen?

It looks like not much casino software developers here .
For big (and tested) soft it's hardly the case, but some small rogue developers can do something like this.
