LinkMachine
I'm using LinkMachine on my 3 sites and I'm very happy with it.
Link pages are hosted on your site. It checks for reciprocal links. Uses templates for link pages so you can control the look of the pages. Has an instant link exchange feature to exchange with other LinkMachine users. Updates to the latest version are automatic. Customer support is excellent. I had a slight problem installing on my 3rd site and got great support solving the problem.
There are two versions, free and premier for USD $70 purchase price (no monthly fee). You can install it on 3 sites, additional sites are $10 each. You need to be able to run php. Goto the linkmachine site for all the details.

I use WSN Links. I haven't had any problems so far and I've been using it for just over two months.

Linksmanager seems to be the popular choice.

The problem with links manager, and all the others, is that they'll check one specific place for your links. If the link moves down on the page, and over to the next as links are added, or if you set links manager to rotate, as many do, then the links are not found.
This leaves you ultimately, to go searching for the links yourself. The only true benefit is automation of the submission process. It's the follow up to be sure you aren't being cheated that eats up the time.

This meant that often the link management services would spider the pages and report to users if the links they exchanged continued to exist on the pages on a daily basis.
This thread is from 2005 and the above recommendations are clearly not recommended any longer
