My company is from Cyprus (an EU state) and we market a new around 1.000.000 big Email list with German consumers.
For bets we have a partner. But which casino gambling partners have fair Affiliate conditions and are comfortable for German users?

If it is a fairly new list, and just because it is a list of consumers the mailings will most likely be considered spam.

Unless they opted in for actual gambling content mailing, directly at your site(s), the mailings will be considered unsolicited.

Any affiliate programs with fair terms, will almost always have a TOS that restricts blind mails to "consumer lists" as you suggests.

The consumers allowed us to send them advertising and they all visited one of our websites before. We have prominent customers with quality advertising, so no untypical problem with Spam. But if the Gambling customers will make our lists to Spam lists, then it`s really no good choice to partner with this branch.
