If your just starting out I'd recommend signing up for wordpress or blogger.

If you really do want to host raw html files most domain registrars provide a method of hosting your files. You typically upload them via ftp or a web interface.

If your host allows wordpress, what you could do is just install wordpress to use a sub-folder as the root of the blog.

Example:
xxhttp://atlcasino.com/blog/

I have purposely made the above link incorrect so the robots did not get fed a 404 on your site from here.

What host doesn't allow Wordpress? If you have cpanel hosting with fantastico, you can install wordpress with a few clicks, and you don't need to download anything to do it.
